History of Kanagawa's industry after the war

Governor Nagasu's Monthly Statement

On May 26, 1975, the month after his appointment as governor, Kanagawa Prefecture Governor Nagasu spoke to prefectural officials through internal broadcasting about what the governor was thinking and the issues of the prefectural government.

Shuichiro Nakamura

After the oil shock of 1963, Japan's economy entered a period of low growth, and the construction industry also joined the structural recession industry. Public works infrastructure development and private capital investment were significantly sluggish compared to the period of high economic growth, and we were entering an era in which we could not expect a recovery in the future. At that time, I was working on the formulation of the medium- to long-term management plan of the company as vice president and general manager of the corporate planning office of Toshima Construction Co., Ltd. Until then, civil engineering and construction of public works projects had been a pillar of our business, and we were under pressure to significantly change our structure, and we were proceeding with a business transformation in the direction of improving the specific gravity of real estate development as a new business.

The site of Ikegai Iron Works was purchased as our sole business site, but when the administrative authorities informed us of the "Brain Center Concept" proposed by The Governor of Kanagawa Prefecture Nagasu, and we examined it in-house, we found that it resonates with the initiative, which plays an important role for the future of Japan, and that it is expected to be commercialized in a way that combines these facilities with the rental-type real estate development business that we consider. I decided to participate in the KSP project.

In the process of proceeding with the project, I was only fortunate to have the opportunity to seek guidance from governor Nagasu, the authorities of Kanagawa Prefecture and Kawasaki City, Professor Kaheita Okazaki, President Kiyoshi Inoue, and others. After the death of Mr. Okazaki, the first president of K.S.P., I took over as the second president, and I was able to touch the baton to the third president, Kubo.

In order to see the recent stagnation of the Japanese economy, I think how good it would have been if we had seriously worked at the national level at an early age to nurture entrepreneurs who will be responsible for the new era in which KSP has been fulfilled. Once again, I would like to express my respect and admiration for the enthusiasm and hard work of Governor Nagasu, the administrative authorities, and many of those involved in KSP.

Kaheita Okazaki

Born in Yamato Village (present-day Ki bi-Chuo-cho), Kayo-gun, Okayama Prefecture (later honorary citizen of Sosha City, Okayama Prefecture). Honorary Citizen of Okayama Prefecture). Japan Business Research Consortium

The study group included nine university professors (Shuichiro Nakamura, Kenichi Imai, Tadao Kiyonari, Kinji Gonda, Shigeru Ito, etc.), 10 private managers, 4 public directors, 51 researchers, 12 prefectural research observers, 5 advisors from the Ministry of International Trade and Industry, 8 secretariats, and other advisors.

The research organization consisted of the "Regional Environment Improvement Subcommittee" (Shigeru Ito, Chairman of the Department) from the viewpoint of hard facilities called new industrial infrastructure, and the "Education Technology Information Subcommittee" (Mr. Tadao Kiyonari, Chairman of the Department) from the viewpoint of functional and soft infrastructure development, and seven subcommittees were established under them.

The basic direction was confirmed in the general subcommittee (Representative Shuichiro Nakamura) which was a super committee for the content researched and examined in the subcommittee and the subcommittee. Civil Activities Law

The Private Sector Act (Act on Temporary Measures concerning Promotion of The Development of Specific Facilities by Utilizing the Capabilities of Private Business Operators) is a law aimed at contributing to the expansion of domestic demand and the revitalization of local communities by utilizing the capabilities of private business operators to develop various facilities that contribute to the enhancement of the foundations of the economy and society in response to changes in the economic environment such as technological innovation, informationization, and internationalization. It came into effect in 1986. It can be said t
hat "Third sector" of the semi-governmental and semi-private people that the country and the local public body invests with the private business operator and operates can be called an business body which was able to be
done by the enactment of the private activity law. The first project certified by the Private Life Law is "Kanawa Science Park".

While the Ministry of International Trade and Industry was considering private-sector utilization as a national policy promotion, we heard the story of Kanagawa Science Park, made a consultation as the first project to Kanagawa Prefecture, and since then, we have established a cooperation system that proceeds while contacting each other. The staff in Kanagawa Prefecture was involved in such a place where the diet member was gathered, the breakfast meeting was held, the explanation of the private life law was done, and the bill was passed after the understanding was deepened.

The Civil Service Law was a timed legislation until 1996, but it was extended by 10 years and abolished after the role was finished in 2006.

             
"Heaven and Earth" of KSP birth

In promoting this project, it was not the same as normal line work in the industrial policy departments of each administration, so it was advanced by a top-down method mainly by a small number of specific staff in the prefecture, the city, and the private sector until a concrete business frame came into view.

As a result, decision-making at each stage was made quickly, even if there was a merit and achievement of the special project, and progress that could not be thought of in normal line work was seen. It was also a project that demonstrated how "one person who is more motivated than 10 people without me" will be more empowered.

The third are Akio Baba and Tatsuhiro Masuda of Kanagawa Prefecture.
