History of Kanagawa's industry after the war

Looking back on kanagawa's industrial history, during the postwar reconstruction period, in order to aim at the reconstruction of the heavy-length industry, which is the policy of the government, the securing of land, industrial water, and worker housing, which is necessary as an industrial revitalization resource, was placed at the center of industrial policy, such as full-scale res re-construction in the Keihin coastal area. As a result, industrial clusters will advance in Kanagawa Prefecture, mainly in the Keihin region.

Kanagawa's industrial cluster spread inland, but after the oil crisis in 1973, it became necessary to change the industrial structure due to various environmental constraints such as environmental problems and soaring land prices. Therefore, the industrial policy of Kanagawa Prefecture was the first to shift to a knowledge-intensive type. As a result, the accumulation of intellectual resources such as universities and research institutes advanced.

Subsequently, due to the appreciation of the yen after the Plaza Agreement, industrial development in East Asia, and economic globalization, overseas expansion will proceed mainly in the manufacturing sector of large companies. This is industrial hollowing out.

Kanagawa Prefecture, especially in the Kawasaki region, is an advanced industrial area, and because of its advanced nature, industrial hollowing out quickly became apparent.

The relocation of large-scale factories not only resulted in a decrease in employment opportunities and a collapse of the supply chain, but also a major issue for the administration, such as the deterioration of the manufacturing environment of existing factories due to the progress of housing and construction in industrial use areas as the site of the factory was made into condominiums.

On the other hand, the motivated manufacturing companies were shifting their functions to R&D and development prototype factories in anticipation of the changing times, and R&D-type companies with cutting-edge and original technologies began to rise along the JR Nanbu Line, which was a factory cluster.

At that time, it was necessary to build a new vision from the local community to solve various issues potential for the promotion of regional industries. This is the background behind the proposed "Brain Center Plan" by Kanagawa Governor Nagasu and "Mechatronics Concept" by Kawasaki Mayor Ito.

Governor Nagasu's Monthly Statement

On May 26, 1975, the month after his appointment as governor, Kanagawa Prefecture Governor Nagasu spoke to prefectural officials through internal broadcasting about what the governor was thinking and the issues of the prefectural government.

The destination agency was later sent a recording tape and re-broadcast. It did not hear the story of the governor who existed on the cloud for the general staff first, and the content gave a lot of stimulation by the problem raising rich in novelity and forethought. Many themes such as "local times", "people-to-people diplomacy", "toy movement", and "information disclosure" later became nationwide issues were included. In the second year, many topics related to industries such as "industrial policy", "science and technology policy", "brain center concept", "U.S. small business", and "venture business" were talked about.

Takao Kubo

In 1975, when Governor Nagasu appeared, he entered Kanagawa Prefecture as a policy staff (special assistant) and became vice governor in 1987. From 1991 to 1999, he served as the first full-time president of K.S.P. Co., Ltd., and established the management base of KSP, which was a financial difficulty in the early days of its establishment. The founder of KSP Xing. In 1999, he became the first ASPA president of the Asian Science Park Association (ASPA). In 1999, he was appointed president of the Kawasaki City Industrial Promotion Foundation (until 2003). He currently serves as honorary chairman of ASPA and honorary fellow of K.S.P. Co., Ltd.

Kiyoshi Inoue

President of Inoue Japax Research Institute Co., Ltd. (IJR). P
resident of Inoue Japacs Research Institute Co., Ltd. (IJR) is known as a research and development type company born from Jappax Co., Ltd., which was the first in the world to send electric discharge machines indispensable for mold production to the world. IJR had 10,000 patents at the time, applied for patents at a pace of one a day, and was a company that was seen as a model for R&D-typ
e companies. When the technology was exported to Lockheed, etc., it traveled to the United States, and the one like the accumulation housing complex of the research and development type enterprise was able to be done in Japan, the thought that the research and development of Japan might become more active was born, and it led to "Kanawaya Science Park" plan. Japacs' predecessor, the Japan Electric Discharge Processing Laboratory, was b
orn in a corner of the Ikegai Iron Works Mizoguchi Plant. Established KESPY Co., Ltd. in December 1986. Appointed representative director and vice president. Ted the KSP bu
siness incubation business. He died in 2005.

Looking back on that time as a private business operator (Akira Toshima)

Visiting Professor, Kii International University Former President of Toshima Construction Co., Ltd. Mr. Akira Toshima Contributed

After the oil shock of 1963, Japan's economy entered a period of low growth, and the construction industry also joined the structural recession industry. Public works infrastructure development and private capital investment were significantly sluggish compared to the period of high economic growth, and we were entering an era in which we could not expect a recovery in the future. At that time, I was working on the formulation of the medium- to long-term management plan of the company as vice president and general manager of the corporate planning office of Toshima Construction Co., Ltd. Until then, civil engineering and construction of public works projects had been a pillar of our business, and we were under pressure to significantly change our structure, and we were proceeding with a business transformation in the direction of improving the specific gravity of real estate development as a new business.

The site of Ikegai Iron Works was purchased as our sole business site, but when the administrative authorities informed us of the "Brain Center Concept" proposed by The Governor of Kanagawa Prefecture Nagasu, and we examined it in-house, we found that it resonates with the initiative, which plays an important role for the future of Japan, and that it is expected to be commercialized in a way that combines these facilities with the rental-type real estate development business that we consider. I decided to participate in the KSP project.

In the process of proceeding with the project, I was only fortunate to have the opportunity to seek guidance from governor Nagasu, the authorities of Kanagawa Prefecture and Kawasaki City, Professor Kaheita Okazaki, President Kiyoshi Inoue, and others. After the death of Mr. Okazaki, the first president of K.S.P., I took over as the second president, and I was able to touch the baton to the third president, Kubo.

In order to see the recent stagnation of the Japanese economy, I think how good it would have been if we had seriously worked at the national level at an early age to nurture entrepreneurs who will be responsible for the new era in which KSP has been fulfilled. Once again, I would like to express my respect and admiration for the enthusiasm and hard work of Governor Nagasu, the administrative authorities, and many of those involved in KSP.

Kaheita Okazaki

Born in Yamato Village (present-day Ki bi-Chuo-cho), Kayo-gun, Okayama Prefecture (later honorary citizen of Sosha City, Okayama Prefecture). Honorary Citizen of Okayama Prefecture). He joined the Bank of Japan from Tokyo Imperial University, retired from the Japan-China War, and established the Huaxing Commercial Bank in Shanghai to become a board member. At this time, he built a wealth of connections in China. After the war, he served as president of Ikegai Iron Works (1949), president of Maruzen Oil (1951), and president of All Nippon Airways (1962).

Afterwards, as representative of the Japan-China Memorandum trade office, he made efforts to normalize diplomatic relations between Japan and China. He deepened his friendship with Prime Minister Zhou En-ying and built a relationship of trust that called him "brother and brother." Two days before then-Prime Minister Kakuei Tanaka visited China, Prime Minister Zhou En-ryo held a dinner to welcome Mr. Okazaki, and said, "When we drink water, there is a saying that we will not forget the person who dug the well." But it was You, Mr. Okazaki, who dug the well."

Established KESPY Co., Ltd. in December 1986. Appointed representative di
rector. He died in September 1989.

Japan Business Research Consortium

The study group included nine university professors (Shuichiro Nakamura, Kenichi Imai, Tadao Kiyonari, Kinji Gonda, Shigeru Ito, etc.), 10 private managers, 4 public directors, 51 researchers, 12 prefectural research observers, 5 advisors from the Ministry of International Trade and Industry, 8 secretariats, and other advisors.

The research organization consisted of the "Regional Environment Improvement Subcommittee" (Shigeru Ito, Chairman of the Department) from the viewpoint of hard facilities called new industrial infrastructure, and the "Education Technology Information Subcommittee" (Mr. Tadao Kiyonari, Chairman of the Department) from the viewpoint of functional and soft infrastructure development, and seven subcommittees were established under them.

The basic direction was confirmed in the general subcommittee (Representative Shuichiro Nakamura) which was a super committee for the content researched and examined in the subcommittee and the subcommittee. The committee members are Kenichi Imai, Yuji Tanahashi of the Ministry of International Trade and Industry, Takao Kubo of Kanagawa Prefecture, Hideaki Komatsu of Kawasaki City, and Kiyoshi Inoue. The General Subcommittee is the highest deliberating body, but the "Planning and Promotion Committee", which consists of the people in charge of the private sector, will handle specific matters for commercialization.

Civil Activities Law

The Private Sector Act (Act on Temporary Measures concerning Promotion of The Development of Specific Facilities by Utilizing the Capabilities of Private Business Operators) is a law aimed at contributing to the expansion of domestic demand and the revitalization of local communities by utilizing the capabilities of private business operators to develop various facilities that contribute to the enhancement of the foundations of the economy and society in response to changes in the economic environment such as technological innovation, informationization, and internationalization. It came into effect in 1986. It can be said t
hat "Third sector" of the semi-governmental and semi-private people that the country and the local public body invests with the private business operator and operates can be called an business body which was able to be
done by the enactment of the private activity law. The first project certified by the Private Life Law is "Kanawa Science Park".

While the Ministry of International Trade and Industry was considering private-sector utilization as a national policy promotion, we heard the story of Kanagawa Science Park, made a consultation as the first project to Kanagawa Prefecture, and since then, we have established a cooperation system that proceeds while contacting each other. The staff in Kanagawa Prefecture was involved in such a place where the diet member was gathered, the breakfast meeting was held, the explanation of the private life law was done, and the bill was passed after the understanding was deepened.

The Civil Service Law was a timed legislation until 1996, but it was extended by 10 years and abolished after the role was finished in 2006.

"Heaven and Earth" of KSP birth

The birth of KSP was exactly brought about by the chain of luck "Heaven and Earth man" exactly like Mengshi's teaching "The sum of the people of the earth at the time of heaven". First of all, as a "heavenly time", policies were developed to raise domestic demand by raising ministries and agencies as represented by the Civil Affairs Law, and the private sector also had strong demand for funds and was active in new investments.

On a real estate basis, the project was designed in the early stages of the bubble's rising right shoulder, which facilitated the assembly of the business. In addition,
while venture companies were excited, it was a project that accurately responded to the demand of the era of support for the development of new industries with a novel concept that let this time escape. Next, kawasaki is the "interest of the earth".

Japan's leading R&D organizations are located in the triangle of Shinjuku, Shibuya, and Kasumigaseki, all within 30 minutes of travel.

And, it is "Man's sum" which should be noted. No matter how good the era environment is, or even an attractive business plan, it will eventually be ex
hausted by people. Each person played a role in their respective positions and worked together.

There was a strong desire of the governor and the mayor who put it on this prefecture and the city joint project and the staff who practiced it. In promoting this project, it was not the same as normal line work in the industrial policy departments of each administration, so it was advanced by a top-down method mainly by a small number of specific staff in the prefecture, the city, and the private sector until a concrete business frame came into view.

As a result, decision-making at each stage was made quickly, even if there was a merit and achievement of the special project, and progress that could not be thought of in normal line work was seen. It was also a project that demonstrated how "one person who is more motivated than 10 people without me" will be more empowered.

Introduction of interview collaborators (various KSP bearer)

In any business, there are people who ride mikoshi and people who carry them. Even in KSP, the person who got on the mikoshi is talked about, but the person who carried it is not talked about so much. In fact, the person who got on this project mikoshi is also splendid, but the person who carried it is also amazing. No, the level of the person who carried this may have been high depending on the view. At least there is no doubt that this business, which they were not in, could not come to fruity.

First of all, this bearer's master beam case is Mr. Shiki Yotei of the Tokishima construction. No, it is a yotsuei corps more than 10 people who put his subordinates to be unpleasant. At that time, he was an aide to President Akira Toshima, and he was keeping an eye on what this business was. It appeared every time the difficult problem of the business came out, and it solved it like a trick.

The next are Hiroyuki Inoue and Ryo Uematsu of Kawasaki City. At first, Kanagawa Prefecture was moved to this project alcause KSP was a prefectural city cooperation project as it was possible to say now. There were a lot of cautious factions in the agency, too. During this period, both parties inspired private companies and pulled their businesses.

The third are Akio Baba and Tatsuhiro Masuda of Kanagawa Prefecture. Both were a minority of each one which was a reform sect in the agency which advanced the Shinagawa prefecture research and development type enterprise liaison conference (RADOC), etc. In fact, it was the adjustment in this prefectural office to have spent the most time in the negotiation with the country of the KSP project and the adjustment with the private sector. It is Mr. Takeshi Shimo of another incubation business. To be honest, his ability, which was too strong in the existing commerce and industry administration, has a chance that he does not wish for in KSP.

The fourth is Shu Shimizu of the Inoue Japacz Institute (IJR). He was in a position that also announced as the company's secretary-general, general affairs section chief, and planning director. President Kiyoshi Inoue was a very difficult person to say because this was now. It is a hidden clean hit to put together the company while taking the mood of this difficult boss.

The fifth are Yasuo Waki and Hideso Yasunaga of the Development Bank of Japan (now the Development Bank of Japan). At that time, banks were conservative because there were still many loan destinations in the private sector and rural areas, as is the present. And above all, there was a cautious argument within the Development Bank of Japan, which I thought was not worried because it was a government-based bank. It is these both to have done the root turn under these surfaces of the water.

The sixth person in charge of the Private Sector Vitality Promotion Office of the Ministry of International Trade and Industry (now the Ministry of Economy, Trade and Industry) at the time. This is also a great face now. The first generation is Toshiya Tsugami (now a prominent Chinese economic commentator), the second generation is Koji Matsui (Professor at Keio University, former Deputy Chief Cabinet Secretary), and the third generation is Mr. Atsushi Hatano (currently president of listed company ASTI Co., Ltd.). KSP was advancing in the simultaneous progressive form with the passage of the civil life law. So to speak, there was a special circumstance of making the law while advancing the business, and enforcing it. At the time of the detailed meeting, the law was created according to the circumstances of KSP, and sometimes the business of KSP was created according to the law.

These are the main bearer, but more importantly, there were about 10 times as many bearer's bearer in each organization supporting this various bearer. Everything was not introduced for the convenience of the paper, but it hid in the shadow of a variety of bearer who seemed to act conspicuously and flashy at any rate, and it continued to support it splendidly quietly inconspicuously.

The higher the KSP mountain, the deeper the valley. Compared to the fact that people on mikoshi are bathed in footlights, there are many people who were not very blessed with the bearer's subsequent life because the mountain was always high in the popular jealous society. The person who shed blood like the Meiji Restoration etc. and the person who obtains the result are completely different. In that sense, it was a business that left many lessons.
